A Female can only be fertilized by one male at a time while a male can fertilize multiple partners, there may be animals where this is untrue but generally this is the case.
Additionally why would the Females have an evolutionary need for these overpowering pheromones if there is such a higher percentage of males. The males should be the ones evolving (real world evolution not Pokémon) to try to win over the females if there are less of them.
Yes I am butthurt about not finding a Female one, I don't even like this thing, I just need it for the dex.
