Silver is explaining a trick to catching pokemon is to hit it in its energy point. This "true power" could be the shrinking but it's implying it needs to be activated by a very certain pressure point.
Also when pokemon are captured in the manga they just kinda have a big puff of smoke and then they're in the ball.
