I've seen some cards from the TCG where TMs are machines that a Poke Ball is inserted into. The Ocimene stories had booths in Pokemon Centers that taught moves from TMs (and then dispensed an aspirin to treat the Pokemon's subsequent headache). Personally, I envision a device called a "Move Teacher" that the TM discs are inserted into. It'd look and operate similarly to the TMs in the Electric Tale of Pikachu manga.
