Gen III I think refined a lot of what was loved about the prior two gens: region design, character design, monster design, mechanics, balance, and even plot design.
The difference between Ruby & Sapphire and Black & White on this respect of quality not quantity was that while Black & White did nearly everything we'd expect from a Pokemon game, its execution was just flawed and lacking.
I didn't care that some Pokemon were not available in BW. I didn't care that it had nothing to do with the 2nd duology timeline outside of a Cynthia cameo.
