AMD Dork here, I have a somewhat positive update that has fixed my game to a SMALL degree.
We too can limit the FPS with our AMD Raedon Graphic Cards as well, you need to install the application "AMD Software Adrenalin Edition"
Once you do go to the Graphics Tab > Power Saving > Click Power Saving and then limit the Min/Max FPS to 30
You should NOW have some more stable FPS, just be warned, looking north, like other players have said will destroy your FPS to 4-5 FPS until you look away and or you have your camera positioned DOWN; sorta like a CRPG
