Blastoise isn't bad, it's just that Kanto is full of very nice Water types. Why would anyone pick Squirtle in a region where you can have Gyarados, Lapras, Vaporeon, Cloyster, Slowbro, etc.?
At least Venusaur is stronger and prettier than most other Grass type Kantomons.
