However, these is probably a good third of all pokemon (atleast a third of all fully evolved pokemon) that do have the form and the intelligence. Some Pokemon have proven in many instances to be at least smarter than every non-human animal on earth, some being confirmed to be on par with human intelligence.
Then there's the fact that many Pokemon evolve through friendship, are said to like battle, trust their trainers, power of friendship, ect. so romance really is not too far off from that.
Add in that pokephila has canonicly happened, atleast in the past, as mentioned in DPP's Japanese release. (It's also generally thought that N may have been a product of human-pokemon releations, given his odd connections to pokemon but that's going into conspiracy theory territory.) and I think that Pokephila wouldn't be as reprehensible as Beastality is in this world.
I'd like to think it's on-par with Homosexuality. Maybe some old conservative communities find it detestable but a good portion feel that 'love is love' and all that.
