My vote would be perhaps Punjab/Northwest India. Water aplenty, forests, desert, snow, mountain, plains, it's all there. The Elite Four can be in the mountains of Ladakh.
The bad Team can be a Pakistan proxy pretending they're for good but in reality hiding the big bad.
