did you even look at the picture? dragonite was a lot more serpentine with an elongated tale and its belly even matched dratini's. not to mention that dragonair's beta also had antennae.

the artwork that came to define how dragonite looks today came much later with sugimori admitting to heavily redesigning things

dragonite and dragonair may have been designed independently and stitched together as an afterthought, though beta dragonair has antennae that match those of dragonite and the dragonite from green is a bit longer and more serpentine than modern iterations
