Because anyone who wants to play PVP casually and isn't a drooling shitbrain, will prefer to play on showdown, which is the simulator smogon uses for tournaments and other community functions, smogon formats became the most popular there, while VGC ended up as a the competitive environment for cart players with the incentive of it being official and having more tournaments with cash awards. It can still be played on showdown, but usually only by people that want to test teams before making them on cart.
Council leaders, contributors, moderators, and other relevant members in smogon are hated because they are often insufferable nerds, forming an online bureaucracy with a sense of superiority and self-importance over other players. Still, unless you attempt to interact in smogon-related rooms or forums, their behavior wont have any negative impact on you.
Their metagame restriction decisions are often healthy, besides some slow pedantic procedures, but because of their irritating and obnoxious nature, some here who dislike them, like to complain or question their decisions. Some enjoy baiting smogon players that are too passionate about defending the formats, and they blend along with the retards who are genuinely convinced the decisions are somehow outrageous.
In reality most people here don't play PVP or are not good enough to be considered at competitive level.
