It's because they want you to have a Pokemon capable of Mega Evolving by the time it becomes relevant in the story. I don't really have an issue with them giving you two starter Pokemon, but if the Kanto starters had been gated behind some sort of quest, I doubt people would be as upset by them as they are today. They could have done that and just given you the free Lucario and I don't think people would be as mad. But then again, who knows? Maybe people would have been irate because Lucario's a bit of a shill mon.
