It says ポケットモンスターぬいぐるみクリップ, which translates to “Pokémon plush clip.” It was made by Tomy in the late 1990s or early 2000s, but I can’t determine when exactly because that information isn’t on any of the tags. Searching for that name in either language only brings up a more recent Mew clip plush release din conjunction with the remake of Mewtwo Strikes Back, unfortunately. Obscure items like these are found by chance; I search several Japanese shopping sites periodically to see what pops up, which is how I found this one.
