The paralysis spam is what makes the tier unplayable. It feels like pulling teeth because there's nothing you can do to avoid paralysis from Jirachi. Body Slam has a 60% chance of paralyzing even Electric and Ground types since neither are immune to paralysis until Gen 6. Sure, not every Jirachi is packing Body Slam, though most are, but if you switch assuming they are then you could wind up getting ganked by a Calm Mind Jirachi and lose the match.
And even worse is when your entire team is paralyzed, Jirachi then spams Iron Head to make sure you only have a 30% chance of getting to do anything that turn.
