Its why the Gardevoir in PMD felt a bit stronger, it was an actual character before it was just a Pokemon. We haven't had that in a long time, at least with this particular Pokemon species.
If you want to see a Gardevoir in action, go check out some fan stories and manga. I'm reminded of this one that actually has a cool Gardevoir in it, that has 1000% more personality and emotion than any other Pokemon I've seen in a long ass time.
