An effort was made but this kind of "your adventure" games really end up falling flat without any sense of progression, and level scaling through badges leads to some awful balance, I don't know why retards always come around saying just scale trainers to badge numbers when in reality that's just increasing the exponential level curve wich is a problem on its own, specifically in games where 4-6 Pokemon per trainer is an standard, unironically B2W2 challenge mode did this better just by readjusting learnt moves or changing a Pokemon on the teams, if it was just 5 levels higher regardless of situation that creates a ridiculously high amount of experience on 2nd and 3rd stage Pokemon.
To put it bluntly, giving 6 Pokemon to trainers/leaders always bites the developer back unless you go full retard and choke level progression in contrived ways like other notorious romhacks do.
Also badges used to be roadblocks that made Pokemon in new areas felt like rewards for completing a task, without the task to clear the roadblock they end up feeling unearned, I want you to think of Bagon in Emerald VS Salamence in USUM.
Both are gatekeep through different ways but felt earnt, however the degree of success is put behind the task required to achieve them, games like CC do not have this level of catharsis for lack of a better word.
Let's be honest tangela sucks in Gen1 but it was special to me because I could get it behind pallet town after acquiring surf and finally exploring below pallet town, Tangela was my reward.
