In case you missed the E3 news, these 400 (plus a couple of event mythicals yet to be confirmed. Mew is confirmed) are all the pokemon available to you in the game. Ever.
This is a permanent change moving forward, each game will have its own limited selection of pokemon, with promising statements from Masuda like "take good care of your old pokemon, because you 'might' be able to use them someday!!"
Dex cut was done to improve animations and graphics, animations are the same, graphics look bad for a switch title.
