Wild catch: Affected. That's the bug.
Lured: Consensus is not affected, but haven't paid attention to what I caught from lures vs wild to personally confirm.
Hatched: Absolutely unaffected, and they usually get great IVs. That's the point of eggs.
But the bug for wild pokes is why your wild Bulbasaurs (#001/150), Charmanders (#004/150), Squirtles (#007/150), tend to be crap in the IV department. And your wild Eevees (#133/150) and Dratini (#147/150) tend to have better IVs than those with lower pokedex numbers.
