While it's probably meant to show how cunning he is without any real baggage, it's also just not hard to trick Sapphire to begin with, since she's a lethal mix of naive and impulsive (which equals being childlike at best or retarded at worst)
Honestly, the real twist in canon was how Sapphire never gets manipulated by someone truly evil, when all the opportunities were there for it to happen. The fact she only gets manipulated by someone who doesn't actually want to hurt her and ultimately has her best interests in mind (Ruby) is either a huge stroke of luck, or just another point to how much Ruby protects her, protecting her from other manipulative types like himself but worse. And Pokespe isn't actually edgy enough to have a Sapphire corruption arc.
In fact, canon never seriously forces Sapphire to outgrow her naivety and become too jaded/discerning, as if it wants her to stay stupid (at the end of ORAS, she's still running around on fours but in high heels this time, absolutely mental). I think because her innocence is what connects her to the spiritual/nature world, which is a big theme for her. If Sapphire was the only Hoenn protagonist, she'd likely be forced to become a fully independent wild girl outgrowing her retarded childishess, maybe become a lot more stoic, similar to what happened to Yellow (sole protag of her story arc, who also started out very naive to the world but eventually had to face its reality, to stop crying, and in the end fought the villain by herself).
