The closest thing to an answer is vague and unconfirmed - and always, without a fail, mentions some stone shop/evo item emporium/store that apparently could contain some.
But again, it still has yet to be confirmed if this shop even exists or if it sells Dawn Stones.
Perhaps GF had a sense of broken humour and installed some time-dependent gimmick that makes Dawn stones available at... morning hours while Dusk stones in the evening?
