With what you're talking about, Dragonite's probably worse because it goes from serpentine to getting four limbs and wings out of nowhere. Sliggoo's arms are still functional and Goomy has normal functioning eyes, they're just beady.
The thing about the Goodra line is that as the evolution occurs you can see Goomy become Sliggoo to which half of it's body seems to be trying to go up as if trying to stand. I mean, sure, the shell vanishes but it's also basically the tail forming from the puddle that is its body. That's why the tail is basically curving on itself as Goodra.
