I would say "just make a Basic/Bronze Tier" where the opposing Pokemon have more basic sets (typical moves, standard held items like Berries, minimal EVs, poor IVs) but then I remember we're talking about GameFreak and that would require them to create literally hundreds of new sets when they're content reusing the same sets they've been using since Gen 3 like Walrein over
