Look at how much white space there is in the watercolor art. The parts closest to the light source aren't just a lighter shade, they're completely white. It makes the lighting look extremely intense in those spots.
Now zoom in on the GSC sprites and notice how much of the shading is just white. That's because they could only use 4 colors per sprite, and it's hardcoded so one of those colors is black and another is white (technically white is the background color, that spritesheet is misleading by adding a pink background, on GBC that's not possible because it's 5 colors). They even use dithering in some areas which simulates a fade effect, and in a lot of cases that fade goes straight into white (also an element of the watercolor art)
So there you have it. Effective use of white space is the key.
