The differences between a sea creature and a river creature are assuredly not as great as those between a sea creature and a mountain-climbing creature, and the minute details can't properly be explored in a 2-sentence blurb and a 96x96 gif/low-poly cel-shaded model.
The best they can do is put sea Pokemon in the sea and river Pokemon in the river, and for the most part they already do that.
