As far as I know, that's something that wasn't fixed until XY, but only for the rival.
Then there's the battle chateau....important trainers have custom movesets for their first battle, but they use level up movesets if you change their levels with a writ, which is how you get Diantha to use this shitty Gardevoir with stored power but no stat boosting moves
