You'll need it to be a rainy day. Go to the tall building in the Wasteland, and this guy will be in there. Keep talking to him, he'll eventually mention a Mudkip wandering around.
If it's not a rainy day, change your computer's date until it is. You can check a TV to see the weather forecast.
