I think you made some random link to the installer as mentioned by the "PokemonInstaller.msi" in the error message.
Try to reinstall. It should just install by default in C:\Users\Tarra\AppData\Roaming\Pokémon Trading Card Game Online\PokemonTradingCardGameOnline and give you a shortcut on your desktop.
Additionally, if you install successfully on some computer and just copy the entire folder over you can just play it from there.
Protip: type %appdata% into the address bar in the file explorer to quickly access the folder.

It's cause the devs are shit and they want you only to be able to play on a tablet/whatever device they feel comfortable with. I had the same problem.
