Also taking it's prior evolutionary stages into account the toad argument falls apart, the bodies of Bulbasaur and Ivysaur do not even slightly resemble even just the pose of a toad as Venusaur vaguely does. They are both very clearly dinosaurlike reptiles with zero toadlike qualities. Furthermore other notable Frog pokemon begin as tadpoles such as Poliwag and Tympole while Bulbasaur starts and ends as a Dinosaur with no tadpole stage seen. Admittedly Croagunk is missing the tadpole stage however it is only a two stage evolution and doesn't have a baby form, plus it needs defines limbs for it's fighting type. In any case Croagunk is the exception to the rule and doesn't really counter the point.
Sorry but the incredibly flimsy Venusaur is a toad argument falls apart when Bulba and Ivysaur are considered.
