>>52236241No. Basculegion is unreleased, and Game Freak has reneged on giving out broken moves/abilities to Pokemon before. Several datamined moves and abilities never came to fruition because someone at Game Freak had the good sense not to give Shadow Tag to Chandelure or Rising Voltage to Tapu Koko. Basculegion isn't guaranteed to have Last Respects, so until it comes out and is confirmed to have it, they have to pretend like it doesn't have it.
