It shows up as a form of Missingno., specifically the one that used the sprite of the Aerodactyl skeleton; it also has surprisingly on-model alpha artwork from early Gen I. It's highly likely that Tyranitar was created before Red and Green came out, just like how Gastrodon and Shellos were designed before the release of Ruby and Sapphire.

That is 100% factually wrong. The indices that produce Missingno. in Red, Blue, and Green correspond to 39 different Gen II Pokemon in GSC. Alpha art and an attempt to ask Game Freak about it indicate that those Pokemon were intended to be part of the first generation games, but had to be removed due to size constraints. Mew was actually one of the Pokemon removed at first, but taking out the debug tools prior to release left enough space to sneak it back in.

Honestly, it wasn't very good last gen either. I'd argue that MCX is more to blame than Talonflame because it aped Infernape's niche as a strong mixed Fire-type attacker with good/boostable Speed.

Also dis nigga right here is my favorite OU 'mon, was in the beginning, and probably always will be. Granted, he's seen a few revisions since he got removed from Gen I.

Both vanilla and Mega Tyranitar are quintessential Ken Sugimori designs. The flared tail, large crest/horn, and red chest are all reminiscent of Larvitar's design, while the enlarged scutes are a blatant homage to Godzilla. I suspect the chest-eyes and knee spikes were inspired by Necrosaro from Dragon Warrior IV, whose final transformation requires the use of a mysterious stone called the "Secret of Evolution" in conjunction with a strange "Golden Bracelet".

But anon, B7 is the hexadecimal representation of the decimal number 183, not 248. The index number of Tyranitar in GSC is completely out of order relative to the actual Pokedex. I was pointing out that Tyranitar's low index number implies that it was created before the release of Red and Green, and the actual index table would hold that the Tyranitar family and Lugia were created and added to the game in between Charizard and Oddish, only to be removed sometime later.
Plus you have this oddly complete-looking alpha Tyranitar artwork released alongside a couple of other "Pocket Monsters 2" designs that bore little resemblance to their final forms in GS.
