My headcanon's that few pokemon have human-tier sapience. Even then, not all of them can talk. Some might not bother learning the language if they've lived in the wild most of their lives.
Never made a definitive list, but the only other fuzzy pokemon I'm 100% fine with talking is Lucario. The more humanoid psychics also are capable of speaking in my book.
