>i-it's just a placeholderBeta sprites suggest otherwise. Clearly, Gamefreak intended on Shellbro being an alternate evo for Shellder. Slowpoke tail existed as a standalone item in Gen 2, so it could easily be used to evolve Shellder into Shellbro.
