>>26787407My advice would be to create a believable world. What that means will depend wildly based on the fiction you're penning. For that matter you'll need to answer a few threshold questions. Do people and Pokemon co-exist? What rights does a person have and how do they differ from Pokemon? Are trainers by their role in society considered ubermensch?
Personally I would not put Pokemon in charge of important tasks usually left to the state such as governance. Such a thing if it does exist would best be concealed lest the people find out they are being manipulated by creatures that are typically trained by others for combat. And wouldn't that also mean that Pokemon trainers are capable of taking over the world with a collection of Master Balls? It could make for an interesting dynamic if you play it right (Ex. have a highly intelligent Pokemon pulling the strings from the shadows akin to a puppeteer instead of a charismatic politician) but it screams disbelief to me at first blush.
I like the idea of giving Pokemon menial tasks and chores to accomplish during their training. Helps build character and I could visualize the concept being prevalent in both rural and urban environments. Also, it's free labor. Trainers might even get paid if their Pokemon does a good job, which in turn would equate to more money for spending on their training, TMs, vitamins, berries, whathaveyou. Good synergy set-up there if you ask me.
