>>40047041They were washed out to match Sugimori's official artwork, with everything from Gens 1-3 matching the updated official art he did for FRLG. It's not a terrible decision to base them off of that collection of art but it's pretty obvious a little more thought should have been put into it. It's a decision that should have been made on a Pokemon-to-Pokemon basis. Thankfully this is something that they've started to address in Gen 8.
