Because of Megas the Kalos regional dex was tiny as hell, and so GF learned they didn't need to make more new species to sell a new gen. They didn't need to try and advance the mechanics, they didn't need to try and make the game pretty and graphically impressive, they didn't need to try and write a good story. Bit by bit they learned they could get away with anything and still sell millions. It's to the point where you could compare it to Shazamposting with the CP2077 feature cuts/ cut corners.
Kalos was the start, the Battle Frontier "Coming Soon" and overall lack of effort with ORAS was the following symtpoms that GF haven't recovered from yet.
