1. Slip in a random Pokemon in trainer and wild battles where they're a few levels higher than they should be, like wandering somewhere and something five levels higher than normal attacks, or a trainer having a level 15 with their 10's to simulate them having an ace/favorite.
2. More wild/trainer battles with more held items. Keep the rare stuff for the trainer battles, so the player doesn't get a bunch of rare freebies.
3. Remove IVs, but either make their natures more effective, or have a primary and a sub nature.
4. Add level scaling to the Elite 4, but make it so they don't give experience. Probably have the scaling based on your highest level Pokemon, but have a minimum that's still decently high.
