A: While I also like having areas only accessible by surfing, this isn't really the place for it, sadly. There are people on that beach, as evidenced by the umbrellas. How did they all get there themselves? Seems odd to me. In any case, In addition, the way you cordon it off using the boardwalk looks awkward, since the boardwalk extends over the water for no real reason, and ceases following the coastline. So I think you should put it back where it was and add stairs at the end.
If you want a place only accessible by surfing, you could also put a little sandy island or two in the ocean. Maybe with some trainers or items or something. Whatever you think is best.
B: I erased a part of that fence. I don't see a need to block the rest of that ledge off. Maybe you could add a hidden item at the edge or something.
C: I do think it would be good for the lighthouse to be brought up a level or two. This would require it to be moved south and the beach extended, which I'd also be fine with. There's also the possibility of putting the lighthouse on a small island connected by bridge. That's up to you. But if you do do that, you could put a beach area around the lighthouse island that's only accessible by surfing, which I figure you'd like, maybe.
Also, maybe you should consider the park idea that other guy had. You could eliminate the house northwest of the mart, or move it somewhere else, and use that space and the extra grassy area in front of it to put in a playground or a garden of some kind. Just a thought.
