No. No matter how much you love a pet, and think they're your friend, there's a huge disconnect between that and being able to communicate on a personal level and genuinely grow and change with that person.
Digimon has great character development in part because the characters have actual personalities, can talk, and grow and change with their partners instead of being HM slaves or pets. There's a very obvious power dynamic that exists in Pokemon that isn't in Digimon. Pokemon are not equals to their trainers. They're pets and slaves. Them being friends is not what their depiction shows.
