You're already champion by the time Kukui fights you so the fight itself is really just a commemorative one, but since he's the last fight in the game and you need to beat him to enter the hall of fame people consider it the champion fight anyways.
Same goes for here, Ash is already Champion but Kukui fights him at a way higher power level than anyone else, so people consider it the real test of Ash's skills.
