I go get my Soul Silver copy i recently did a nuzelock though (kind of put it aside when fire emblem came out) looked up where he is, safari zone (of course...) but not just that, you have to get the desert and build some kind of dumbass water park or something which you can't access until...again...after you beat the elite four!!!

I find the grotto, its rare and grottos have a 5% respawn every 256 steps
I decide to save before i go in so i don't have to respawn it
i guess that doesnt work because there is only a pokeball every time, a FUCKING POKEBALL
