It would decimate the entire tier (considering most of it consists of Dragons). No. This... This is a bad move, for the whole Metagame. In fact, I think a new tier needs to be created. Jirachi would be too OP for Ubers, and even OU. Dragons are going to become rather underrated, with X and Y, I tell ya.
