In RS, the first 3 regular trainers you encounter use 4 different unique lines (normal/bug/dark/flying) and one of those lines consist of a pokemon the player can't get yet.
Meanwhile, in BW, you battle 11 different regular trainers (including grunts) even and STILL see them only use the same 3 pokemon (normal/normal/dark) from the first two short routes. You only start seeing BW trainers use different pokemon after you beat the first gym and reach the daycare.
