No Poison-type actually learns Fly or Flash in Gen 1, but those two are not strictly required to advance through the game, they only make it more convenient. Also, the only ones that learn multiple HM moves are Nidoking/Nidoqueen (Surf and Strength), and Tentacruel (Cut and Surf). Earthquake and Wrap seem to be obvious third moves for those, respectively, but the fourth move is a question mark.
