Feebas is extremely rare, and i dont think its evo item is until one of the final postgame dungeons. It is also something around a 4* bodysize, meaning it cant actually recruit many legendaries.
Jirachi is at the end of a 99f dungeon that resets your level. It's not too rough if you go in with a plan/a good team, but it is so late that it isn't all that hot.
