At the end of the day you can chalk the Dex-cut up to a lot of things:
General Incompetency and underestimating the task at hand.
Nintendo REALLY not wanting the delay the debut of one of their biggest cashcows, then allowing refunds as a back-peddle just in case the game was truly unfinished.
Gamefreak had to spend a good amount of time learning to work around the Switch's hardware and maybe that cut into development time.
Or they just didn't want to miss those sweet Christmas sales.

I don't care about the Dex-cut. As long as the selection of Pokemon allow for a fun, unique or challenging experience through the game then it's fine by me. Even if some of my bros and waifus didn't make it in, their sheer existence in the canon is enough for me to get by.
Everyone who complains about their favorite not being available are whiny autistic people who don't like change.
