The tools are there to make better games, either through ROM hacking, or just straight up making new Pokemon games(or monster taming games) from scratch. There's enough people here for several big teams. But the reason why no one does this is because it opens them up to criticism. If you put something into the world, you have to take ownership for it. Everyone loves to attack Game Freak, but no one is willing to actually make their own flawed products and try to address Game Freak's failures. It's disgusting.
