The reason why those pokemon are normal/flying and not just pure flying is because they're designs are as abstract as animals that we see in nature; from the color scheme, to the physiology. When you look at other pokemon that are dual type normal/X like Pyroar, Girafarig, or Diggersby, they clearly look like a lion, giraffe, and rabbit, respectively, with only a few minor physiological change and color schemes to match their typing.
Tornadus (T) is the only pure flying type, and it doesn't have a "normal" type stapled on to it because it doesn't resemble any sort of flying animal. It's design outside of being a genie, is entirely based around, tornadoes, air, and clouds, with Tornadus-T loosely taking on the physiology of a flying animal.
To be pure flying it has to purely have an influence based around flying, flight, air, or aetherium
