Sand teams have the benefit of having three types immune to it and several abilities that synergize with it while granting immunity, such that the number of types you can use expands; I'm thinking mainly of Cacturne here, but having a Water and Ground resist on a Rock/Ground/Steel team is critical; and that's the kind of coverage hail teams wish they could afford.
So in other words, regardless of any suggestions like
>>50042780, and regardless even of moves (e.g. Aurora Veil, Blizzard) and abilities (Snow Cloak, Slush Rush) that benefit from it, hail needs more mons that synergize with it that are not Ice type---preferably ones that can cover the shortcomings of the type.
