They're not legendaries! They're Paradon Pokemon. They come from a different universe, so like "what if Misdreveus hung out with dinosaurs!" or "what if Delibird did have the technology?"
I know that things like Ultra Beasts and Paradoxmons are by all intents and purposes legendaries as Ultra Beasts were once labled within the files as such, just with special names so autists don't freak out over "too many legendaires waaaaah" like they did with Gens 4 and 5.
