according to pvpoke, 15 attack iv lugia at level 50 has 174.7 attack, and 13 attack iv level 51 has 174.1 attack.
will it be weaker than your perfect iv lugia? arguably.
will it be more fun to use than your perfect iv lugia?
that's for you to decide, but probably. and i haven't powered mine up yet or tried it in training but i reckon shadow lugia is still quite tanky, with improved threat to dragon types because those dragon tails are going to hit fuckin hard.
