And yeah, not to put too fine a point on it, but the design you posted is completely unacceptable. It actually wouldn't be the worst as an Eeveeon design, but I have yet to see a normal type Eeveelution design that truly knocks it out of the park. Perhaps a sound-themed design would work better, rather than the "what if Eevee, but Furfrou?" approach most people seem to take. There ARE a few outright sound typed designs, but none of the ones I've seen out of those really knock it out of the park in my opinion either.
As for Scizor, I was actually thinking that, because King's Rock and Metal Coat are the only trade. evo items to evolve more than one Pokemon each, perhaps the dragon and steel type Eevees, respectively, could evolve via trading while holding those items. Maybe those two items are more potent than other evolution-inducing trade items and thus can work on Eevee's DNA.
I'm pleased to see you approve of Bristleon and Ethereon. They are two of my favourites. While you're here, see what you think of these next two designs. Now, these are intended to be paradox forms, but they're so under-designed for that purpose that they actually wind up working as regular Eeveelutions. I know the artwork isn't the best, but I think there's a really solid argument to be made for these two designs in the hands of a better artist.
